שיתופי פעולה בינלאומיים בביטחון סייבר במגזר הימי

הקדמה

הפעילות במגזר הימי הגלובלי הינה חוצת גבולות ומאופיינת בקישוריות בינלאומית. אירועי ביטחון סייבר המתרחשים בתשתיות ימיות, דוגמת נמלי ים בעלי חשיבות בינלאומית, יכולים להשפיע על חלקים נרחבים בפעילות סחר ותעבורה ימית גלובלית. בדומה יכול להיווצר אפקט בינלאומי לאירועי ביטחון סייבר שיוביל לשיבוש פעילות באזורי מעבר ימיים מרכזיים המהווים נקודות משנק (Strategic Maritime Chokepoints) דוגמת מיצרי סינגפור ומלאקה (SOMS).[1] אפשרות לאפקט בינלאומי כתוצאה מאירוע סייבר יכולה להיווצר גם במקרים של חברות מטען ותעבורה בינלאומיות, בתשתיות טכנולוגיות גלובליות המשמשות את המגזר הימי ועוד.[2]

מאפיינים בינלאומיים של הפעילות הימית ומרחב הסייבר ועלייתם של סיכוני סייבר במגזר הימי הובילו לתהליכים של שיתוף פעולה בינלאומי בתחום.[3] תהליכים של שיתוף פעולה התפתחו במספר מסגרות דוגמת שיתופי פעולה בילטראליים, שיתופי פעולה בין ארגונים בינלאומיים, פורומים ויוזמות בינלאומיות, ומוסדות בינלאומיים. שיתופי פעולה אלו נוגעים בתחומים שונים של אבטחת סייבר דוגמת שיתוף במידע וידע, הכשרה והעלאת מודעות, הכנת סטנדרטים ועוד. שיתופי פעולה בינלאומיים מסוג זה יכולים לסייע, במקרים מסוימים, לפעילות יעילה יותר בפתרון סוגיות ביטחוניות ובטיחותיות חוצות גבולות.[4] ניכר כי קיים אינטרס לשיתוף פעולה בין בעלי עניין במגזר הימי, דוגמת מדינות וגופים בינלאומיים, כדי לאפשר פעילות תקינה של מערכת הסחר והתעבורה הימית הגלובלית. המסגרות הבינלאומיות השונות שפועלות בתחום מציגות יתרונות שונים לשיתוף פעולה באבטחת סייבר, אך לעיתים גם חסרונות כפי שנראה בהמשך.

שיתופי הפעולה במגזר הימי הגלובלי עדיין לא הבשילו ליצירת משטר בינלאומי מחייב בעל מנגנוני פיקוח אפקטיביים בתחום אבטחת סייבר. מספר שיתופי פעולה בינלאומיים מתפתחים לכיוון אפשרי של יצירת מנגנונים בתחום. לדוגמה, בעקבות החלטה של ארגון הספנות הבינלאומי IMO (International Maritime Organization) שהינו הרגולטור הגלובלי במגזר הימי, החל משנת 2021 תיושם סוגיית ניהול סיכוני סייבר בספנות כחלק מהקוד הבינלאומי לבטיחות בים ISM Code (International Safety Management Code).[5] דוגמה אחרת הינה תהליך העברת המלצות אבטחת סייבר שפרסם הארגון הבינלאומי לחברות סיווג International Association of Classification Societies) IACS) למצב של דרישות מחייבות במגזר הימי.[6]

לצורך מחקר זה נבחנו שיתופי פעולה בינלאומיים בתחום אבטחת סייבר במגזר הימי הגלובלי ב-26 גופים ובמספר מדינות כאשר דוגמאות מרכזיות מבניהם מוצגות.[7] המאמר מחולק לתתי פרקים המציגים פעילות בינלאומית בתחום אבטחת סייבר במסגרות הבאות: מוסדות בינלאומיים לא ממשלתיים INGOs (International nongovernmental organizations), מוסדות בינלאומיים בין ממשלתיים IGOs (International intergovernmental organizations), שיתופי פעולה בילטראליים, פורומים בינלאומיים, שיתופי פעולה בין ארגונים בינלאומיים.[8]

שיתופי פעולה בילטראליים

במערכת הבינלאומית קיימים שיתופי פעולה בין שתי מדינות המשלבים סוגיות באבטחת סייבר במגזר הימי. דוגמה לכך הינן סינגפור והולנד בהן פועלים נמלים בינלאומיים מרכזיים. נמל סינגפור מדורג שני בעולם בהיקף תעבורת מכולות ונמל רוטרדם בהולנד הינו נמל המטען המרכזי של אירופה.[9] סוכנויות הסייבר של סינגפור והולנד חתמו על מזכר שיתוף פעולה בשנת 2016. שיתוף הפעולה כולל העברת מידע מקצועי בנוגע להגנת תשתיות קריטיות ונגישות לפעילויות הכשרה. סינגפור ציינה כי חשיבות המזכר נובעת מכך שבשתי המדינות קיימות תשתיות קריטיות דוגמת המגזר הימי שפגיעה בהם יכולה להשפיע על האזור ואף גלובלית.[10] יש לציין כי מזכר הבנות נחתם בשנת 2015 בין רשות הים והנמלים של סינגפור MPA (Maritime and Port Authority of Singapore) ורשות נמל רוטרדם (PoR) של הולנד. מזכר ההבנות הנ"ל עסק בשיתוף פעולה בתחום מחקר ופיתוח וחילופי מידע.[11]

מוסדות ופורומים בין ממשלתיים בינלאומיים

ארגון הספנות הבינלאומי IMO (International Maritime Organization) הינו גוף בין ממשלתי בינלאומי מרכזי במגזר הימי הגלובלי וחברים בו מעל ל-170 מדינות. הארגון משתף פעולה עם ארגונים בינלאומיים לא ממשלתיים וארגונים בינלאומיים בין ממשלתיים.[12] IMO הינו סוכנות מתמחה של האו"ם (United Nations specialized agency) המהווה גוף גלובלי קובע סטנדרט במגזר הימי. הוא מפתח וקובע רגולציה בינלאומית בעזרת כלים משפטיים דוגמת אמנות בינלאומיות.[13] הארגון פועל במספר דרכים בתחום אבטחת סייבר במגזר הימי הגלובלי דוגמת פרסום הנחיות והחלטות. לדוגמה בשנת 2017 פורסמו הנחיות לניהול סיכוני סייבר (Guidelines on Maritime Cyber Risk Management). המסמך כולל המלצות כלליות בתחום אבטחת סייבר למגזר הימי.[14] מסמך בעל חשיבות רגולטורית בינלאומית פורסם בשנת 2017 על ידי הוועדה לבטיחות ימית MSC (Maritime Safety Committee) של הארגון.[15] המסמך הינו החלטה המציינת כי סיכוני סייבר אמורים להיות חלק ממערכות ניהול סיכונים לפי קוד ISM (International Safety Management Code).[16] יישום ההחלטה אמור להתרחש עד לאישור השנתי הראשון של מסמכי ציות של חברות שיתרחש אחרי ינואר 2021.[17] יש לציין כי IMO היה מעורב בהכנת קוד ISPS (International Ship and Port Facility Security Code) שנכנס לתוקף בשנת 2004 ומכיל התייחסויות לאבטחת תשתיות מחשוב ותקשורת.[18] הקוד, שהינו שינוי לאמנה הבינלאומית בדבר בטיחות החיים בים SOLAS Safety of Life at Sea)) הוכן בשיתוף פעולה בין IMO וארגון העבודה הבינלאומי International Labour Organization) ILO) והוא מהווה בסיס למשטר רגולטורי גלובלי במגזר הימי.[19]

דוגמא לפורום בינלאומי בין ממשלתי המתמקד באבטחת סייבר במגזר הימי הבינלאומי הינו פורום שנחנך בהולנד ב-2019.[20] הפגישה הראשונה של הפורום התקיימה כחלק מכנס סייבר בינלאומי שכלל גם את תחום הסייבר במגזר הימי. האירוע התקיים בהובלה של ארה"ב, דנמרק והולנד ולאחריו המדינות פרסמו הצהרה משותפת. בהצהרה צוין כי:

"The participants committed to increasing cooperative engagements in the following areas of maritime cybersecurity: awareness raising, information sharing and risk management."

מדינות נוספות השתתפו באירוע דוגמת בריטניה, צרפת וגרמניה וקנדה. המדינות הצהירו כי עקב חשיבותו הגלובלית וקישוריות בינלאומית של המגזר הימי יש צורך לשפר את שיתוף הפעולה הבינלאומי בתחום.[21]

דוגמה אחרת, המציגה פורום המשלב מדינות וגופים לא ממשלתיים, הינה מסגרת של מנגנון שיתוף הפעולה הבינלאומי העוסק בבטיחות שייט והגנת הסביבה במיצרי סינגפור ומלאקה (SOMS). כחלק מפעילות פורום זה נדונות גם סוגיות של אבטחת סייבר במיצרים.[22] הפורום הוקם כחלק ממנגנוני שיתוף פעולה שנוצרו בשנת 2007 בהמשך לשיחות במסגרת יוזמה של IMO. במפגשי הפורום משתתפים נציגים מעשרות מדינות, כולל מדינות המשתמשות במיצרים, גופי תעשייה וארגונים שונים. מדינות דוגמת ארה"ב, סין, הודו, גרמניה, יפן ואחרות משתתפות בפעילות בינלאומית זו.[23]

מוסדות ופורומים לא ממשלתיים בינלאומיים

פורום בינלאומי שנתי הנקרא הפורום התלת-צדדי Tripartite Forum הוקם בשנת 2002 והוא משמש מקום מפגש לנציגי ארגונים בינלאומיים מרכזיים וגופים נוספים מתחומי המספנות, בעלי ספינות וחברות סיווג classification societies)).[24] במפגשים של הפורום נידונו סוגיות של אבטחת סייבר ושיתוף פעולה בקידום פעילות בתחום.[25] במפגש הפורום בשנת 2017 נידונה סוגיית אבטחת סייבר בבניית ספינות חדשות והצורך לפעול לשדרוג הנושא. בנוסף הוסכם כי גופי תעשייה המשתתפים בפורום ינסו לעבוד יחדיו לצורך פיתוח סטנדרטים חדשים שיעזרו לחזק את חוסן הסייבר (cyber resilience) של מערכות בספינות חדשות הנבנות.[26]

שיתוף פעולה בין נמלים מרכזיים במגזר הימי הגלובלי מתקיים בפורום הנקרא chainPORT. גוף זה עוסק, בין השאר, בסוגיות של ביטחון סייבר ומתקיים במסגרתו שיתוף במידע וידע בתחום.[27] הגוף מונהג על ידי נמל המבורג שבגרמניה ונמל לוס אנג'לס, שהינו נמל המכולות המרכזי של ארה"ב, והוא הוקם בשיתוף המכון הגלובלי ללוגיסטיקה (Global Institute of Logistics). בגוף חברים נמלים מרכזיים בעולם המשמשים מרכזים בינלאומיים לתעבורת מטען דוגמת שלושת נמלי המטען הגדולים בעולם, שנחאי, שנזן וסינגפור.[28] בפורום מופעלת קבוצת עבודה (Smart IT Solutions) העוסקת גם בשיפור חוסן סייבר ברשויות נמלים. יו"ר רשות הים והנמלים של סינגפור (MPA) דיווח כי נמל סינגפור קיבל התרעה מוקדמת מחברים בארגון, רשות נמל ברצלונה ונמל רוטרדם, על התרחשות התקפות NotPetya ו-WannaCry בשנת 2017. לטענתו ההתרעה סיפקה מרווח זמן של כמה שעות שבמהלכו ניתן היה ליידע גורמים במגזר הימי בסינגפור לגבי הסכנה והתאפשר חיזוק המוכנות. הוא הוסיף וציין כי הדבר מדגיש את הצורך ביצירת רשת בינלאומית של שיתוף במידע, בכלי אבטחה ובפתרונות מול איומי סייבר.[29]

שיתוף פעולה בינלאומי נוסף מתקיים בין רשויות נמל ממדינות שונות במסגרת פורום שולחן עגול של רשויות ימיות PAR (Port Authorities Roundtable) שנחנך בשנת 2015. מטרת PAR הינה להוות בסיס להחלפת רעיונות ושיתוף בשיטות עבודה מומלצות בהפעלת נמלים. בפורום חברות כ-20 רשויות והוא עוסק במגוון תחומים כולל סוגיות אבטחה. בפגישת הפורום בשנת 2019 הוצגה תוכנית על ידי סינגפור לשיתוף פעולה בינלאומי בתחום אבטחת סייבר.[30] הוצע להקים רשת שיתופי פעולה שמטרתה לחזק את המודעות לאבטחת סייבר במגזר הימי הנקראת Port Authorities Chief Information Officer Cybersecurity Network (PACC-Net). בנוסף הרשת תפעל לקדם שיתוף מוקדם במידע על התקפות סייבר.[31]

האיגוד הבינלאומי לנמלים International Association of Ports and Harbors) IAPH), שהוקם בשנת 1955, עוסק בעיקר בתחום נמלי ים וחברים בו נמלים ועסקים הקשורים לענף מ-90 מדינות. לפי הארגון, החברים בו אחראים לשינוע כ-80 אחוז מפעילות המכולות בעולם.[32] הארגון פועל לקדם את הטיפול בסוגיית אבטחת סייבר בספנות הבינלאומית בדרכים שונות. בשנת 2017 אושרה על ידי האספה הכללית של הארגון הצהרה בנושא הכנת תוכנית להפחתת סיכוני סייבר. בהצהרה צויין כי הארגון יאסוף ויפיץ בקרב חבריו מידע על התקפות סייבר במטרה לחזק את התחום בנמלים.[33] בנוסף הארגון מקיים שיתופי פעולה עם ארגונים בינלאומיים אחרים במגזר הימי בנושא אבטחת סייבר.[34] הארגון, יחד עם ארגונים נוספים, פרסם בשנת 2020 דו"ח על אבטחת סייבר בקהילת נמל.[35]

איגוד משלוחי מכולות דיגיטליות Digital Container Shipping Association) DCSA) הוקם ב-2019 ובין מייסדיו חברות ספנות מהגדולות בעולם דוגמת Maersk ו-MSC העוסקות בהעברת מכולות.[36] הארגון ייסד יוזמת אבטחת סייבר שמטרתה להציג שיטות עבודה מומלצות בתחום אבטחת סייבר בספנות.[37] במסגרת היוזמה פורסמו מסמכים מסייעים ליישום אבטחת סייבר דוגמת מדריך רחב היקף בנושא אבטחת סייבר בספינות.[38] המדריך נועד לסייע לחברות ספנות להתכונן לקראת כניסתה לתוקף בשנת 2021 של החלטה MSC.428(98) שקיבל ארגון IMO בנוגע לניהול סיכוני סייבר בספנות.[39]

האיגוד הבינלאומי לתיאום טיפול במטענים ICHCA (International Cargo Handling Coordination Association) הוקם בשנת 1952 וחברים בו גופים ממדינות רבות.[40] לארגון שיתופי פעולה עם ארגונים אחרים בתחום אבטחת סייבר דוגמת ארגון IAPH. הארגון השתתף בפרסום דוח בנושא אבטחת סייבר בקהילות נמל. בנוסף הוא השתתף בפרסום קריאה לפעולה מטעם ארגונים בינלאומיים שכללה התייחסות לסוגיית אבטחת סייבר בתשתיות דיגיטליות.[41] הארגון קיים מספר סמינרים שכללו את תחום אבטחת סייבר במגזר הימי.[42] לאחר התקפת הסייבר על קבוצת מרסק הארגון קיים אירוע בינלאומי בשנת 2017 שהתייחס לנושא אבטחת סייבר בשרשרת האספקה.[43] בנוסף הארגון הצטרף ליוזמה של המגזר הימי הבינלאומי שהחלה לפעול בשנת 2016 שנקראת .Be Cyber Aware At Sea[44] מטרת היוזמה הינה העלאת מודעות וחיזוק הידע בנושא אבטחת סייבר. ליוזמה שותפים ארגונים בינלאומיים, חברות פרטיות וגופים אחרים ממדינות שונות.[45]

האיגוד הבינלאומי למערכות קהילת נמל IPCSA (International Port Community Systems Association) עוסק גם בסוגיות אבטחת סייבר.[46] בשנת 2015 האיגוד קיים אירוע בתחום אבטחת סייבר. בפרסום מסכם של האירוע הוצגו מספר המלצות לשיפור מצב אבטחת המידע בתשתית קהילות נמלים בעולם. במסגרת ההמלצות הוצע להקים קבוצת עבודה שתעסוק בתחום.[47] בנוסף בשנת 2020 האיגוד החל בשלב הוכחת היתכנות של יוזמה להפעלת רשת העברת מידע מאובטחת שתקשר בין רשתות של קהילות נמל בעולם. בשלב הראשון של היוזמה, שמטרתו בדיקת הרשת החדשה, משתתפים כ-70 נמלים.[48]

האיגוד הבינלאומי לחברות סיווג IACS (International Association of Classification Societies) הוקם בשנת 1968 וחברים בו 12 גופי סיווג ממדינות שונות.[49] האיגוד הינו גוף בינלאומי מרכזי בתחומו ולטענתו פעילות חבריו נוגעת בכ-90 אחוז מתפוסת העברת מטען במגזר הימי הגלובלי.[50] האיגוד מקיים פעילות לחיזוק נושא אבטחת סייבר במגזר הימי.[51] במסגרת פעילות זו הוקם פאנל מערכות סייבר בשנת 2016 העוסק בקידום סוגיות שונות בתחום דוגמת סטנדרטיזציה.[52] בנוסף הוקמה קבוצת עבודה משותפת לתעשייה בתחום מערכות סייבר (JWG/CS).[53] האיגוד פרסם בשנת 2006 מסמך דרישות, ששודרג במהלך השנים מאז פרסומו המקורי, בנושא מערכות מחשוב בספנות שכלל סוגיות באבטחת סייבר.[54] האיגוד החל בשנת 2018 בפרסום סדרה של 12 המלצות לפעילות אבטחת סייבר בספנות.[55] האיגוד החליט כי בעתיד יהוו 12 ההמלצות בסיס לאפשרות להכנת דרישות מחייבות (Unified Requirements) בתחום.[56]

הפורום הימי הבינלאומי של חברות נפט OCIMF (Oil Companies International Marine Forum) הינו ארגון לא ממשלתי שהוקם בשנת 1970.[57] הארגון מקיים סמינרים עם ארגונים בינלאומיים אחרים לצורך העלאת מודעות ושיתוף במידע בתחום אבטחת סייבר. בנוסף הוא שותף להכנת מדריך BIMCO בתחום אבטחת סייבר בספנות.[58] הארגון שילב סוגיות אבטחת סייבר בתוכנית הפיקוח שהוא מקיים SIRE (Ship Inspection Report Programme).[59] לדוגמה צורף פרק אבטחת סייבר בשאלון לספינות המשתתפות בתוכנית.[60] כמו כן נושאים באבטחת סייבר נוספו בשנת 2017 לתוכנית Tanker management self-assessment.[61] בנוסף צורף פרק בבטיחות סייבר וביטחון בשנת 2020 למדריך בינלאומי שהארגון מפרסם בסיוע של הארגונים ICS ו-IAPH הנקרא International Safety Guide for Oil Tankers and Terminals.[62]

האיגוד הבינלאומי לקבלנים ימיים International Marine Contractors Association) IMCA) פועל לקידום נושא אבטחת סייבר בקרב חבריו.[63] לדוגמה האיגוד פרסם הנחיות סייבר במסגרת מסמך בנושא בטיחות וחירום משנת 2015.[64] בנוסף האיגוד מקיים אירועים להעלאת מודעות ושיתוף בידע מקצועי בתחום בשיתוף הפורום הימי הבינלאומי של חברות נפט OCIMF (Oil Companies International Marine Forum).[65]

ארגון התקינה הבינלאומי ISO International Organization for Standardization)) הינו גוף בלתי ממשלתי העוסק בהכנת סטנדרטים בינלאומיים וחברים בו מעל ל-160 ארגוני סטנדרט לאומיים.[66] הארגון מפעיל ועדה טכנית העוסקת בהכנת סטנדרטים בטכנולוגיה ימית וספינות (ISO/TC 8 .Ships and marine technology).[67] הוועדה עוסקת, בין השאר, בסיוע גופים אחרים, בהכנת סטנדרטים בתחום אבטחת סייבר במגזר הימי.[68] בוועדה מתקיים תהליך פיתוח סטנדרט בתחום בטיחות סייבר (ISO/CD 23806) וסטנדרט נוסף בתחום הערכת בטיחות סייבר (ISO/AWI 23799).[69] יש לציין כי קיימים סטנדרטים של ISO וארגונים בינלאומיים אחרים בתחום אבטחת סייבר, שלא יועדו באופן ממוקד למגזר הימי, שניתן לעשות בהם שימוש בנמלים ובגופים אחרים במגזר הימי.[70] לדוגמה, בארה"ב, נמל לוס אנג'לס היה הראשון במדינה לעשות שימוש בסטנדרט ISO/IEC 27001 בתחום אבטחת סייבר.[71]

בארגון הבינלאומי הלא ממשלתי הנקרא המועצה הימית הבלטית והבינלאומית BIMCO (Baltic and International Maritime Council) חברים גופים מתחומים שונים במגזר הימי.[72] הארגון פועל במספר דרכים בתחום אבטחת סייבר דוגמת העלאת מודעות, שיתוף בידע ומידע, הצגת עמדה בפורומים בינלאומיים, פרסום הנחיות ועוד.[73] הארגון מפרסם מסמך הנחיות לאבטחת סייבר בספינות Guidelines on Cyber Security Onboard Ships המתעדכן מדי כמה שנים. המסמך מתפרסם בשיתוף עם מספר ארגונים בינלאומיים וגופים אחרים במגזר הימי.[74] בנוסף פורסם מדריך בשנת 2019, בשיתוף לשכת הספנות הבינלאומית (ICS), המיועד לסייע לצוותי ספינות בנושא ניהול סיכוני סייבר.[75] הארגון מקיים אירועים וסמינרים בתחום אבטחת מידע לחבריו ולבעלי עניין אחרים במגזר הימי.[76] הארגון פרסם בשנת 2019 פיסקת סייבר שנועדה לסייע לצדדים מעוניינים במגזר הימי בעת הכנת חוזה.[77]

שיתופי פעולה רבי משתתפים בין ארגונים בינלאומיים

קיימים שיתופי פעולה בין ארגונים בינלאומיים באבטחת סייבר במגזר הימי בעיקר בתחומים דוגמת הכשרה, פרסום הנחיות ושיתוף במידע. שיתופי פעולה נעשים לרוב במסגרת היקף קטן של ארגונים בינלאומיים. במקרים מסוימים, דוגמת אלו שיוצגו בהמשך, התקיימו שיתופי פעולה רבי משתתפים.

ביוני 2020 פרסמו ארגונים בינלאומיים מרכזיים קריאה לפעולה משותפת לקידום שימוש בטכנולוגיות אלקטרוניות בנמלים ובשרשרת האספקה במגזר הימי וזאת במטרה לתקן את הכשלים בתחום.[78] הפרסום היווה שיתוף פעולה בינלאומי רחב היקף בקרב הארגונים בתחום וגורמים ממדינות רבות.[79] המסמך כלל, בתחום אבטחת סייבר, קריאה להכנסת מערכות מאובטחות לחילופי מידע בנמלים המרכזיים של כלל המדינות החברות ב- IMO. בנוסף נכתב כי יש לבחון את הנחיות ארגון IMO בנושא ניהול סיכוני סייבר והתאמתם לטיפול בסיכוני סייבר בנמלים ובמידת הצורך להוסיף הנחיות נוספות.[80] דוגמה נוספת הינה פרויקט המונהג על ידי ארגון BIMCO ומסייעים לו מספר ארגונים בינלאומיים שמטרתו פרסום מסמך הנחיות לאבטחת סייבר בספינות Guidelines on Cyber Security Onboard Ships.[81]

סיכום

קיימים כיום מספר תהליכים במגזר הימי, הנמצאים בשלבים מוקדמים, שיכול ויובילו בהמשך הדרך למשטר בינלאומי מחייב בעל מנגנוני פיקוח ובקרה יעילים בתחום אבטחת סייבר. תהליכים אלו אינם מקיפים כרגע את כלל הענפים והפעילות במגזר הימי הגלובלי.

רוב שיתופי הפעולה של ארגונים בינלאומיים, באבטחת סייבר במגזר הימי הגלובלי, פעלו עד עתה ליצירת פעילות וולונטרית נטולת מנגנוני בקרה ופיקוח. שיתופי פעולה של ארגונים בינלאומיים התמקדו במנגנונים לא מחייבים מבחינה רגולטורית, המבוססים על אינטרס משותף, ועסקו בעיקר בנושאים דוגמת שיתוף במידע וידע, פיקוח וולונטרי, הצגת שיטות עבודה מומלצות, העלאת מודעות והבעת עמדות בתחום. ניתן להניח שפעילות זו סייעה להעלאת מודעות לסיכוני סייבר ושיפרה את הנגישות לידע בתחום בקרב גופים הפועלים במגזר הימי.

בו בזמן שיתופי פעולה בין ארגונים בינלאומיים הובילו ליצירת כלים דוגמת מדריכים מפורטים ומסמכי הנחיות המהווים בסיס לשיטות עבודה מומלצות לגורמים במגזר הימי הגלובלי. בנוסף שיתוף פעולה בינלאומי מאפשר שיתוף במידע וידע שמסייע למדינות וגופים במגזר הימי להתמודד עם איומים וסיכוני סייבר. כמו כן סטנדרטים בינלאומיים, שהשימוש בהם במגזר הימי הינו וולונטרי ברוב המדינות, זמינים ומתאימים לתחומים מסוימים במגזר הימי. כלים אלו, כמו גם עליית המודעות לנזקי סייבר ולאיומים בתחום, בשיתוף של מנגנונים מחייבים המתפתחים במספר מדינות מרכזיות כנראה משפיעים במידת מה על חלקים מהמגזר הימי הגלובלי.
